A Shindo 7 Quake, and an Explosion at the Mall Ninety Minutes Later
An earthquake struck the Kumamoto region of Kumamoto Prefecture at around 16:27 on July 28, registering shindo 7, the highest level on Japan’s seismic intensity scale, in the city of Uki and the town of Hikawa. The Japan Meteorological Agency put the magnitude at 7.1 and the depth at about 16 kilometres. Shindo 6-plus was recorded in the Minami ward of Kumamoto City and in Yatsushiro, Uto, Misato and Mashiki. It was the first shindo 7 reading since the Noto Peninsula earthquake of January 2024. The agency named the event the Reiwa 8 Kumamoto Earthquake, and a tsunami advisory was issued for a time for the Ariake and Yatsushiro seas.
At Aeon Mall Kumamoto in the town of Kashima, staff instructed shoppers to evacuate immediately after the quake and led them out of the building. According to prefectural authorities, about 200 people had left the building before the explosion. Local fire officials say calls reporting an explosion came in around 18:00. The blast blew away exterior walls across a wide span, exposing the frame, and part of the second floor collapsed. Witnesses in the area were reported to have smelled gas.
Casualty figures were still being updated as of the evening of July 29, Japan time. Aeon’s president said at a press conference on the 29th that three people had died at the mall and one was in cardiopulmonary arrest. A prefectural tally released in the 17:00 hour on the 29th put the overall earthquake toll at 12 dead, six in cardiopulmonary arrest and at least four unaccounted for. A Nippon Paper factory building in Yatsushiro also collapsed, trapping people inside.
Kumamoto prefectural police say search and rescue work is being slowed by the risk that aftershocks will bring down damaged structures. Senior government officials were reported as saying that the cause of the explosion had not been identified, while indicating that an LP gas leak may have been involved. No formal determination by police or fire authorities has been completed.
The question now in focus is not the shaking itself, but what happened in the hours after it stopped.

The explosion did not happen during the shaking
The blast came roughly an hour and a half after the earthquake, not at the moment the building moved. Laid out against the published times, the sequence runs as follows.
– July 28, around 16:27. The earthquake strikes the Kumamoto region, registering shindo 7 in Uki and Hikawa.
– 16:28. The government sets up a response office at the prime minister’s office.
– Immediately after the quake. Staff at Aeon Mall Kumamoto instruct shoppers to evacuate and lead them outside.
– 17:30. The governor of Kumamoto requests a disaster relief deployment from the Self-Defense Forces.
– Around 18:00. Calls reporting the explosion at the mall reach local fire services.
– 19:45. The government convenes an emergency disaster response headquarters, and Prime Minister Sanae Takaichi issues instructions.
A number of people were feared trapped after the explosion, and eight had been rescued by the morning of the 29th. Who was where inside the building during that window has not been published in any organised form.
As of noon on the 29th, roughly 9,900 people were reported to be in shelters within the prefecture, and about 84,000 households remained without running water.
The mall itself was rebuilt from the 2016 quake and had reopened only weeks earlier
This is a facility that was heavily damaged in the Kumamoto earthquake of April 2016 and then repaired and upgraded over the following decade.
After the 2016 earthquake, a magnitude 7.3 event, the mall closed for several months before resuming business. A 2017 redevelopment and expansion was presented as an improvement in safety and resilience, including seismically reinforced ceilings. From the immediate aftermath of the 2016 quake there is also the story of the supermarket inside the mall selling rice balls at 10 yen apiece to ease the burden on people who had lost their homes.
The mall today houses roughly 200 stores and operators plus a cinema, with parking for about 5,000 vehicles. Since the TSMC plant in Kumamoto began operating in 2024, annual visitor numbers had passed eight million. On June 13, 2026, it reopened after a large-scale renewal marking 21 years since opening and ten years of regional recovery. Aeon Kumamoto’s press release used the phrase “re-start.”
There is at present no evidence connecting the June 2026 renovation work to the explosion. It is noted here only as chronological background.
Building safety and gas safety are handled by different regimes
The seismic provisions of Japan’s Building Standards Act deal mainly with structural safety. Gas equipment, fire protection equipment and disaster management each sit under separate laws and separate systems.
Japan’s gas supply has been layering on earthquake countermeasures since the Great Hanshin earthquake of 1995. City gas has a set of overlapping mechanisms, including household microcomputer meters that shut off on detecting shaking, and supply areas divided into blocks so that delivery can be halted section by section.
LP gas is a distributed arrangement, supplied to each facility from cylinders or tanks, and its premise differs from a city gas network that can be cut across an entire area. Devices exist for it as well, including cylinder restraints, gas release prevention devices and seismic automatic shutoff valves, but how widely they are installed varies from facility to facility.
Equipment configurations at large commercial facilities differ by supply method and by site, but they share one feature: piping runs a long way from the intake equipment to the kitchens of individual tenants. The procedure for checking pipes and equipment after an earthquake, and for judging whether trading and re-entry can resume, is divided between the supplier and the facility’s own disaster management. Meeting seismic standards and having no post-quake equipment risk are not the same statement.
For this mall, the type of gas in use, the location of any leak, and the presence and operating status of shutoff devices have all gone unpublished. Along with the cause of the explosion, these remain matters awaiting investigation.
Surviving the Shaking and Being Safe Afterwards Are Two Different Problems

Of the responses that can be confirmed at this stage, the clearest is the evacuation carried out immediately after the quake.
Aeon says staff instructed shoppers to evacuate as soon as the shaking began, and prefectural authorities say about 200 people were outside the building before the explosion. How much this reduced the harm is a question for later verification, once the full picture of who was inside is established.
At the same time, people including staff appear to have remained inside the mall, and deaths and cardiopulmonary arrests have resulted. Whether those individuals had stayed in the building throughout, or had gone outside and then returned, is not something the available information settles.
What remains as an open question is the step beyond getting people out. The drill and the procedure for moving shoppers outside were carried out. Whether the building was then kept empty until safety had been confirmed is a separate question, and it belongs to the design of access control rather than to evacuation itself.
The investigation divides into three layers, not one culprit
Determining a cause here is not a search for a single responsible party. It is a set of questions stacked at different levels.
At the structural layer, the question is how far the building withstood the shaking. No collapse from the quake itself has been reported, but the extent of structural damage awaits formal survey, and it is not possible at this point to declare that the building came through the shaking untouched.
At the equipment layer, the questions are which type of gas was involved, where it escaped, what the shutoff mechanisms were designed to act on, and how they actually behaved. If it was LP gas, as reporting has raised as a possibility, then the checking will have to cover both hardware and management, because the logic differs from a city gas shutoff that closes off a whole supply network.
At the operational layer, the questions concern what happened between the point at which a gas smell was noticed and the explosion: reporting, further withdrawal of people, restriction of access, and control of ignition sources and electrical equipment. This is not a matter of equipment performance. It is a question of how the time after an earthquake is managed.
The timing of a reopening shortly after renovation work invites association, but no information linking the two has emerged, and this remains a point that waits on the investigation.
Japan’s gas countermeasures were built around a network, and this was a single site
The layered gas safety systems that Japanese readers tend to have in mind, and that foreign observers often assume are universal, were largely developed for city gas: meters that trip on shaking, and supply grids that can be shut down block by block.
LP gas works differently. It arrives at a single site, and the safety devices are installed at that site. Whether they exist, and whether they function, is a property of the individual facility rather than of a regional network.
That distinction matters for how the outcome of this investigation should be read. If the finding points to LP gas, the lesson would not be about a national system failing, but about how consistently individual facilities are equipped and checked. Neither conclusion can be reached before the investigation reports.
A mall’s place in disaster response does not sort into a binary
A large commercial facility occupies more than one role for the area around it when a disaster strikes, and those roles attach differently to its grounds and to its building.
In the 2016 Kumamoto earthquake, this mall was itself damaged and also became a support for the community, as the 10-yen rice balls illustrate. Large facilities with wide parking areas, inventory and logistics networks have functioned across Japan as places of temporary refuge and as relay points for supplies.
Using the interior of a building for extended periods is a different proposition, and it holds only when paired with confirmation that the equipment is safe. What role a facility takes on in disaster response depends on agreements with local government and on each site’s own plan. The findings of this investigation look likely to become material for revisiting where those lines are drawn.
Designing the Hours After the Shaking Stops
Japan’s earthquake countermeasures for buildings and for gas supply were built up through the experience of 1995, 2011 and 2016. Without discounting that accumulation, this investigation is set to focus on something adjacent to it: equipment checks and access control during the interval between the end of the shaking and the confirmation of safety.
Responsibility for that interval is split across regimes, and a large share of it is left to how procedures are run on site. Depending on what the investigation finds, the standard sequence for large facilities after an earthquake may change.
After the shaking, once people are outside, when and on whose judgement does anyone go back in. That is the question this event leaves behind, and it is one that many workplaces and facilities can put to their own procedures without waiting for the report.
