The next day, President Trump proclaimed the United States the “guardian” of the strait and announced a 20 percent fee on all cargo passing through — then reportedly withdrew that fee within about a day, replacing it with promised Gulf-state investment deals, even as the blockade of Iran’s ports went ahead. Under the UN Convention on the Law of the Sea, transit through an international strait requires neither a coastal state’s permission nor a payment, and the International Maritime Organization says a mandatory Hormuz toll has no legal basis.
